Backport LicenseScanning fix for AutoDevOps

What does this MR do and why?

In 16.3 we removed License Scanning template from Auto-DevOps template. That caused issue for the projects where license_scanning job was overridden. So we needed to roll-back this change, but as it was already the end of milestone, this rollback will be available only in %16.4. Now we need to backport this change to %16.3

In this MR we backport next MRs:

1. Fix AutoDevOps for projects that configured lic... (!129658 - merged)
2. Fix documentation for Auto License Compliance (!130086 - merged)
