Backport "Geo: Resync direct upload object stored artifacts" to 16.3

This MR causes secondary Geo sites to resync job artifacts which were potentially affected by #419742 (closed).

This is a backport of !128939 (merged) which landed in 16.4. This MR targets 16.3.
