Revert "Merge branch 'release-tools/update-gitaly' into 'master'"

This reverts merge request !129373 (merged)

We are seeing Gitaly processes hanging in 2023-08-16: Connection errors on gitaly causing... (gitlab-com/gl-infra/production#16187 - closed)

As a short-term fix we are reverting to a known working commit until we can investigate further.
