Shows custom emoji in Issuable title within the sticky header and list for Epics, Issues, and MRs.

How to set up and validate locally
- Make sure you have custom emojis enabled on a group and at least one custom emoji available, refer to documentation.
- Open an Issue and edit the title to include a custom emoji and save.
- Scroll the issue page to see if the sticky header shows emoji, also verify it on the issues list page.
- Perform steps 2 & 3 for Epics and MRs.
