What does this MR do?

Quarantines qa/specs/features/browser_ui/5_package/package_registry/composer_registry_spec.rb as it has been failing on every run since gitlab-org/quality/testcase-sessions#77475 (closed) (Deploy version: 16.3.202308141800-f4ed505d.26c460dfd58).
