Update product analytics instructions to reflect project-level settings

What does this MR do and why?

Updates product analytics SDK instrumentation instructions for a project to use project-level settings if set

How to set up and validate locally

  1. Setup the product analytics devkit according to instructions
  2. Setup project-level settings under Project >> General >> Product Analytics (specifically use a different collector host)
  3. Setup product analytics according to instructions under Analytics >> Dashboards but do not send any data to the project analytics DB
  4. Note how the instructions use the project-level collector host for the SDK instructions, not the general instance collector host
