Update feature category on AddOnPurchase related specs

What does this MR do and why?

Prior to this change, feature categories for GitlabSubscriptions::AddOnPurchase related specs were categorized as purchase. The code is actually more needed for provisioning. Therefore, this change updates the feature categories in a couple of specs to saas_provisioing to reflect a better context.
