Update Set Weight Permission Chart
What does this MR do and why?
Update the guest permissions for setting weight as it contradicts weight documentation.
When I used a project token with guest permissions and created an issue could not set the weight.
When we added a new project token with reporter permissions we could added weight.
So this confirms the documentation regarding weight is correct and the permission table is incorrect.
