Remove partition_id defaults from testing

What does this MR do and why?

This code was executed as setup/tear-down for tests to remove the default values for the partition_id columns. But since #377822 (closed) has removed the default values from the columns(they are populated by the app), these changes are no longer needed and can be removed.
