What does this MR do and why?

This MR is to simulate https://gitlab.com/gitlab-org/gitlab/-/jobs/4671435322 in order to reproduce a failure in spec/requests/lfs_http_spec.rb

I'm setting the branch to 85709731a29170baf9aea5025a7e83b8fc897624, hardcoded the RSpec seed and Knapsack report hopefully to get me the identical sequence of tests that caused the test failure
