Backport "Fix artifacts object storage geo replication" to 16.1

What does this MR do and why?

This is a fix (!127733 (merged)) for the Geo replication bug (#419742 (closed)) that can cause data loss to self-managed instances.

The bug was introduced in 16.1.

We have a separate backport request for 16.2.
