Put back broadcast messages to sign-in page for self-hosted
What does this MR do and why?
Since GitLab 16.0, Broadcast Messages are no longer visible on the login screen, but they remain visible once signed in.

How to set up and validate locally
- Create a broadcast message
- Go to Sign in page.
- Locally switch between self-hosted and SaaS (Setup gdk to simulate SaaS - https://docs.gitlab.com/ee/development/ee_features.html#simulate-a-saas-instance , requires GDK restart)
