What does this MR do and why?

Adds the following events to service ping and aggregates them weekly and monthly.

user_viewed_dashboard_list
user_viewed_instrumentation_directions
user_viewed_cluster_configuration
user_edited_cluster_configuration

How to set up and validate locally

  1. View the analytics dashboard list of any analytics enabled project
  2. View the product analytics cluster settings under Admin >> General >> Product Analytics (click Expand)
  3. Modify the product analytics cluster settings
  4. View instrumentation instructions by enabling analytics on a project that has no data
