What does this MR do and why?

For Offset in character input in VSCode Web IDE (#419231 - closed) we want to add a small Troubleshooting section for the Web IDE to capture smaller issues that can be worked around, this is the first one to add i.e. Offset in character input in VSCode Web IDE.
