What does this MR do and why?

Update Gitlab Shell to 14.24.1 (!127722 - merged) supposed to fix the issue that caused an incident the previous time: !126334 (merged).

However, the error is still reproduced on gstg-cny: https://nonprod-log.gitlab.net/app/r/s/kr9WR

We need to revert to the stable version again to investigate the error
