Additonal updates to projects API for emails_enabled

What does this MR do and why?

Re-introduce the emails_disabled attribute for the projects API.

Properly deprecate the emails_disabled option in the documentation, add the emails_enabled description, and show that emails_disabled and emails_enabled both are returned from the API call.
