Add logging for the case whel tool cycling happens

What does this MR do and why?

I did test and re-test Sometimes chat gets stuck on picking same tool ... (#419657 - closed) with the questions.yml and some other questions I could think of and I could not see a cycled tool usage.

I still think we can log if such events would occur on production and in which type of questions, so instead of fixing smth that does not seem to be broken right now I've opened this MR to track if smth like that would occur.
