[Project level] Add VSD as a `built-in` dashboard for product analytics

What does this MR do and why?

To support the implementation of Value Streams Dashboard as a groupproduct analytics customizable dashboard, we need to ensure it appears as a Built-in dashboard, allowing projects to get started using the dashboard.

This MR:

  • Introduces the value_streams_dashboard.yaml dashboard config
  • Introduces the dora_chart.yaml visualization config
  • Adds Value Streams Dashboard as a built-in dashboard at the project level, but does not return it in the list of dashboards
