Add VALE to asdf versioning file tool-versions

What does this MR do and why?

In the latest version of Vale, the keyword link and code were deprecated. https://github.com/errata-ai/vale/commit/65b5b7b37c6e34e94a6bd193656cf725b9ba75c8#diff-5ed5f75f577a82947212c142dc01d322788c5c7ae7eb4e7fd59175efac2d5db4R10 We are still using these keywords so we decided to pin the previous version via asdf.
