Draft: Exclude gemnasium security reports when cvs ff enabled

What does this MR do and why?

This MR suppresses the dependency scanning reports from ingestion when the feature flag for dependency scanning using SBOM reports has been enabled. If disabled, the SBOM reports are removed from the ingestion pipeline to remove unneeded resource usage.
