Migrate to GlDisclosureDropdown in work_items_links

P.S as you can see the position of the dropdown is changed in the below screenshot but the position is adjusted automatically on the amount space it has. You can check the dropdown at any breakpoint and see. I wish the placement prop was working as expected but it is not
