Fix spacing above 'Add new timeline event' button

What does this MR do and why?

This MR fixes #384191 (closed) the spacing of `Add new timeline event` . By adding a class of gl-mt-6 and replacing it with gl-mt-7 which changes the spacing from 32px to 24px .
