Draft: Re-enqueue stale unlock pipeline requests

What does this MR do and why?

Depends on !124112 (merged).

Will rebase on master once !124112 (merged) is merged.

This implements that cron worker that regularly checks for stale unlock requests and re-enqueues them if ever.
