Move GitLab Observability Backend design doc

What does this MR do and why?

This merge request moves GitLab Observability Backend design doc to a location that will be picked by our design-docs-indexing tooling: https://docs.gitlab.com/ee/architecture/

Right now it is not visible on the index pages, because the index.md file is nested under metrics directory. This MR moves the content one level up, what will make it possible for our tooling to detect the design doc and list it on the design docs index page.
