Add proposal requirements to CI events design doc

What does this MR do and why?

After discussing !125106 (closed) with @fabiopitino, we decided to write some requirements to the CI Events design doc for future references when we ask the "Why?" question for some decisions.

Related to GitLab CI Events (#363384 - closed).
