Quarantine package tests while investigating airgapped scenario

What does this MR do?

FYA, this MR does not do a great job of quarantining this set of tests since we have a few gaps on our context selector, to be improved by gitlab-org/quality/quality-engineering/team-tasks#1889 (closed).
