What does this MR do and why?
Model experiments has been available on GitLab.com since 15.11, but due to a dependency on UX test it couldn't be released. This dependency is now solved in !125460 (merged) and the feature flag can be enabled by default. This also needs !126041 (merged) to be merged first, fixing an issue with user access.
