Update the GitLab CICD variables doc

In this issue, it can be seen that multiple lines are allowed in CI/CD masked variable values. In this document, the CI/CD masked variable value still requires a single line. The milestone of this MR is 15.4, so the "a single line" requirement is removed in 15.4. This MR removes the "a single line" limit from the document.
