Updates to create your group subscriptions page
What does this MR do and why?
Resolves #414033 (closed)
This MR resolves the following:
- Clean up CSS to get the page in line with other pages in the flow
- Add some extra missing feature spec tests
- User gets to checkout and selects an existing eligible group
- User gets to checkout, there are eligible groups but 'create new group' is selected
