Update TYPO3 project template

What does this MR do and why?

Update the TYPO3 Project Template. In the last month, there was a significant change in how the TYPO3 Template works.

• Replaced webpack with vitejs.
• Use HMR provided by vitejs including a ddev addon
• Added ddev typo3-init command. Now, only 1 command is required to initialize the template after git clone
• TypoScript cleanup
• Use correct phpstan command example
