What does this MR do and why?
Some debugging steps in this ticket (internal) revealed that the error listed here: 13:Received RST_STREAM with error code 2 can also occur if one is mirroring a large GitHub repository and hitting GitHub size limits.
The docs MR is to add that note as a troubleshooting step.
