Admin can delete unconfirmed users automatically

What does this MR do and why?

  • #352514 (closed)
  • This feature flag was used to guard this new feature so we could turn it off quickly in the case that it caused issues. It was turned on for gitlab.com today and so far no issues: #352514 (comment 1450447783)
  • I would like to keep the feature flag in place for now in case we encounter problems as we change this threshold for gitlab.com and delete users who signed up more recently because the feature flag allows us to turn it off quickly.
  • Will remove feature flag altogether in 16.3.
