E2E: Add VSA metrics validation

What does this MR do and why?

Initial idea of this update was to validate that metrics dashboards are actually loaded. While dashboards loaded reasonably quickly on GDK, it's not the case for omnibus and review-app environment which is probably related to additional data present on these environments.

So it simply validates the correct stages are present in addition to previous validation
