Adds comment on automatic_purchased_storage_allocation setting

What does this MR do?

There was some question to a list of application settings that are documented for all tiers but in some cases are only be available on EE. The automatic_purchased_storage_allocation is one of those settings.

This MR proposes an MVC for updating that specific setting without regard for other how we might approach declaring this for other application settings available via an API.
