Remove the sign-in restriction text from sign-up
What does this MR do and why?
The sign-in restriction text was added by mistake in the sign-up pages in this MR: Implement redesign of login page (!91673 - merged). Before that MR, it was only shown in the sign-in page.
We revert back the change and display the sign-in restriction text only in the sign-in page.

How to set up and validate locally
- As an admin enable the sign-in restriction text in Admin > General > Sign-in restriction > Sign-in text
- On an incognito window try these two URLs:
- https://gdk.test:3443/users/sign_up
- https://gdk.test:3443/-/trial_registrations/new (SaaS mode enable)
