Fix the documented location of the "Account and limit" settings

What does this MR do?

It fixes the location of the "Account and limit" settings in the documentation.

The location was accidentally changed from "General" to "Network" in 9b279a9d. !123714 (merged)

I noticed this while upgrading to GitLab 16 (since the deprecated gitlab_default_can_create_group setting got removed).

Reviewer's checklist
