Updates empty text on in the Frameworks tab on the Compliance report page to have a more accurate message when filters are applied

Why

From !115274 (comment 1331380536):

Also I suggest changing No projects message to smth like No projects matching filters when filter is applied, it helps understanding that there is something there, it is just not matching filters (especially important when you open page via URL with predefined filters)

How to set up and validate locally

  1. Go to a group
  2. Navigate to Secure (Security and Compliance in the old UI)> Compliance report
  3. Go to the Frameworks tab
  4. Apply a Project filter
