What does this MR do and why?

After this discussion, implements fix that prevents creating custom stage in value stream form with the same name as a default stage.

How to set up and validate locally

  1. Please make sure that you're on the GitLab Ultimate plan.
  2. Visit VSA for any group or seed data if necessary.
  3. Open create/edit value stream form, add a custom stage, give it the same name as one of the default stages and submit form.
