Removed pipeline artifact from total_storage

What does this MR do and why?

Post discussion here, a decision to remove pipeline_artifact_size from total_storage calculation has been made.

This initial MR removes pipeline artifact size from contributing towards total_storage for ProjectStatistics.

This MR also updates some testcases which broke as a consequence of this change, but IMO should not have broken.
