Revert adding ci_secure_files to consolidated object storage

What does this MR do and why?

This MR reverts the change originally introduced in !122250 (merged). This is a breaking change since it would prevent self-managed customers using consolidated object storage from upgrading without creating a new bucket in object storage. As a result, this change will be deferred until the %17.0 release.
