Added triggers for RootNameStatistics Update

What does this MR do and why?

As part of this MR we updated RootStatistics update logic to not consider soft deleted projects towards Namespace Storage Statistics.

This MR adds a trigger to refresh the statistics when a project is "Marked" for softdeletion and when the project is restored from deletion.
