What does this MR do and why?
Specifies relative dates for analytics dashboard filters (i.e. Today, past 7 days, etc.) in the current UTC date, not your local timezone

How to set up and validate locally
- Enable product analytics according to the devkit instructions
- Go to a project with product analytics enabled and view Analytics >> Dashboards
- Ensure data for "Today" is actually for today's UTC date (hard to verify unless UTC on a different date)
