Split protected branches dropdown for scan result policy

What does this MR do and why?

This MR resolves 413144

Same as group level branch selector, project level branch selector now has two steps for all protected branches and specific branches

Also it has select all and reset option

How to set up and validate locally

1. Go to project or group
2. Secure -> Policies -> 'New policy' -> Scan result policy
3. Select Security scan or License scan in Rules section
