Move EE license metrics to instrumentation classes

What does this MR do and why?

The metrics from this MR we migrated to instrumentation classes, so can be safely removed from usage_data now

Presense of the metrics is covered in .ee/spec/lib/ee/gitlab/usage/service_ping/payload_keys_processor_spec.rb and ee/spec/config/metrics/every_metric_definition_spec.rb
