Increase the padding between the epic title and the issues lane
What does this MR do and why?
Increases the padding between the epic title and the issues lane.
The epic title was recently made sticky and the resulting border shadow is overlapping with the top edge of the issues lane making the feature look less aesthetically pleasing.

How to set up and validate locally

Create some epic and add an issue to the epic.
