Update 2FA information on Enterprise Users page

What does this MR do and why?

Some customers have been confused on why an 'Enterprise User' is unable to have their 2FA disabled. This MR adds a troubleshooting section to cover this, as well as amending an earlier line that explains the limitations of setting up a user as an 'Enterprise User' after provisioning.
