Adjust the layout of notification messages
What does this MR do and why?
Currently, the style of notification type broadcast messages seems off, this MR adjust that to be aligned with style shown here: https://gitlab-org.gitlab.io/gitlab-ui/iframe.html?id=base-broadcast-message--docs&viewMode=docs#notification

How to set up and validate locally
- Login as Admin
- Create an active notification type broadcast message by going to Admin >> Messages
- Observe the bottom right of the page for the message.
