What does this MR do and why?

Add border style solid and size to display label colour in board header. This affects Issue and Epic boards.

How to set up and validate locally

Epics/Issues

  1. Go to Group > Epic boards/Issue boards
  2. Create a list with label already present on open issues
  3. The label colour should match the top border of the epics/issues list

Issues swimlanes

  1. Go to Group > _Issue boards_
  2. Create a list with label already present on open issues
  3. From the top header, select Epic in the Group by dropdown
  4. The label colour should match the top border of the Epics/Issues list

Issues in project

  1. Go to Group > Project > _Issue boards_
  2. Create a list with label already present on open issues
  3. The label colour should match the top border of the issues list
