Add anchor for code suggestions alert

• allow exact finding of the setting on the users profile

How to set up and validate locally

1. Setup to simulate SaaS and restart GDK

2. Under > admin -> settings -> general -> accounts and limit, enable the setting below

   

3. In rails console enable the code suggestions fully

   Feature.enable(:code_suggestions_alert)
   Feature.enable(:ai_assist_ui)
   Feature.enable(:ai_assist_flag)

4. Visit any group or project to see the alert.

5. Click on link or button and see how page is better focused now.
