Draft: Experimentation MR for upgrading Rails to 7.0.4

This MR is used for experimentation. It squashes all the commits from Upgrade to Rails 7 (!90907 - merged) into a single one. It is done to simplify the process of picking the commit into a release package and have it run on staging/production canary for 2-3 hours: &7875 (comment 1341821006).
